• Ian Andrews says flags were placed on this Midlothian Boulevard building last year to celebate the Fourth of July as a small, low-cost symbol that the building is cared for and the neighborhood is regenerating and transforming slowly into a real “heart of Midlothian.” The same was being done this year.
