Home struck 4 times in 11 years

CAMPBELL — A Campbell woman is getting a guardrail installed in front of her home after it was struck four times in 10 years.

Nicole Carter, a nurse practitioner in Youngstown, addressed council for the third time since 2010 to ask for a guardrail in front of her Hamrock Drive home. The most recent incident occurred Sept. 10, when a car driven by a man fleeing from police crashed into her family room. Carter was home with her daughter for each incident, but they were not injured.

Carter said she is a proud Campbell resident, but no longer feels protected by the city.

“As a nurse and a nurse practitioner, my goal has always been to care for people and to protect people, and I have been a proud resident of Campbell. But unfortunately, councilman, this is my third time requesting a guardrail in front of my house. My house was hit in 2010, 2012, 2013 and now this year,” Carter said, directly addressing council President George Levendis.

Carter said if she was in her living room during the most recent crash, she would have been pinned under the car and her two dogs would have been killed.

Carter said she is not asking for the money to come from already allocated funds or for there to be an expansion to the budget, but she asked for council to consider the cost of a life when making their decision.

“What is the value of a life? Because I feel like the value of my life and others’ is worth more than a guardrail,” Carter said.

Levendis said this was his first time hearing about the request. Council agreed that it was a safety issue and voted unanimously to approve the installation. The area will need to be measured and legislation will need to be written before the guardrail can be installed.
