Public hearings set for Liberty, Girard projects

WARREN — Trumbull County commissioners have scheduled two public hearings to initiate steps for two economic developments coming to the Girard / Liberty area.

One would be a hotel, and the other would bring new life to the former Syro Steel site.

The board will meet at 10 a.m. Wednesday in the commissioners’ hearing room at 160 High St. NW to have a public hearing for a potential community reinvestment area agreement with Steel and Liberty LLC to construct a hotel in Liberty.

The Oakwood-based company with ties to the hospitality industry on the outskirts of Cleveland has acquired property on Motor Inn Drive with the intent to build a nearly 100-room hotel adjacent to the Metroplex Expo Center.

But to make the $6 million to $8 million project economically viable for Steel and Liberty, the company is seeking a tax incentive deal from Trumbull County that would abate an estimated $70,000 in property taxes over 10 years.

The hotel would occupy about 55,000-square feet and would have 89 to 99 rooms, according to Nicholas Coggins, assistant director of the Trumbull County Planning Commission.

The hotel brand is not disclosed at this point.

Following the commissioners’ first public hearing on Wednesday, a second one will be at 10:15 a.m. for a potential enterprise zone agreement with Yellowstone Industrial LLC to recommission a hot dip galvanizing facility, which is being planned to locate in the former Syro Steel building off North State Street in Girard.

Girard City Council earlier this month suspended its rules to approve a 10-year, 75 percent tax abatement for Yellowstone Industrial LLC, which commissioners also have to approve.

Coggins, said the abatement “will help the company bring a vacant industrial site back to use.” Coggins said the company wants to begin working on the building this month.

Yellowstone Industrial LLC plans to invest about $3 million to improve the building, another $3 million to install new equipment and $2 million more on inventory.

A letter from company officials to Girard officials states Yellowstone plans to add 25 jobs, with the job creation period between September 2023 and December 2025. The increase in employees will result in $1.097 million of additional annual payroll for the enterprise. The company would add 20 full-time permanent jobs the first year.

When completed, the Yellowstone facility in Girard would provide coating for steel highway safety products manufactured by RG Steel Corp. in Pulaski, Pa.
