Canfield Township trustees approve moratorium on marijuana operators
CANFIELD TOWNSHIP — Trustees have unanimously approved a 360-day moratorium on adult-use cannabis operators.
“This board finds it to be in the best interest of the township to implement this moratorium for the further study of the regulatory framework for adult cannabis operators as it is being developed and implemented in the state of Ohio,” township Trustee Brian Governor said at the meeting Tuesday.
He said it buys time to better check into the matter and make an informed decision on how to move forward in controlling cannabis operations.
On the Briarwood Court paving project, trustees had approved Kirila Contractors of Brookfield at the March 14 meeting to grind and repave the road. Kirila’s bid was $398,109. They gave a start date for the week of Aug. 26, the same week as the Canfield Fair.
“That could be a problem,” Governor said. He suggested asking the contractor if it could move the date.
Trustee Marie Cartwright said her concern would be having it moved to the end of the season and risk not getting done this year because of weather issues.
Under the accepted bid, Kurilla has until Sept. 9 to finish the project. The extra time allows for weather problems and delays.
All three trustees said the pavers need to provide traffic control as the plan may require dump trucks lining up on U.S. Route 62 while waiting to back down Briarwood Court, which is a cul-de-sac. The concern was having that problem combined with traffic from the fair.
There was also a concern over the milling process.
“The edge of the existing asphalt needs to be milled properly,” said township Administrator Keith Rogers.
The edge ideally would include a 6-inch curb to allow for proper drainage. Anything less could be a problem during heavy rains. Trustees agreed there needed to be an inspector on the site when the work begins.
In other business, trustees:
● Reported they informed the retention pond at Township Park needed to have the cattails removed. An estimate was received from Aqua Dock at a cost of $8,600 to remove the cattails and maintain the pond. No decision was made.
● Approved a memorandum of understanding between the township and the Mahoning County Engineer’s Office to hire Thomas Fok and Associates to perform engineering services for the 2025 Fox Den paving program at a cost not to exceed $10,000.
● Approved placing two 25 mph speed limit signs in the Gully Top subdivision.
● Approved a resolution declaring 4055 Fairway Drive and 8051 Herbert Road as nuisance properties and ordering the removal of the nuisance, high grass.
