Driver shot by Liberty police ID’d

Officers were investigating stolen vehicle

LIBERTY — An officer has been placed on paid administrative leave after an investigation into a stolen vehicle resulted in an officer-related shooting Monday afternoon.

Jason Cain, 31, was shot by a Liberty officer after Liberty police Chief Toby Meloro said he began ramming police vehicles after they boxed him in because the SUV he was driving was reported stolen. The shooting happened in front of Harbor Freight in the Belmont Plaza at the corner of Belmont Avenue and Goldie Road around 3 p.m.

Liberty police were notified of the stolen vehicle in their jurisdiction by a Flock license plate camera system, Meloro said. The vehicle was found parked with Cain in the driver’s seat in the store parking lot and Liberty police surrounded the Jeep to prevent a potential pursuit, according to a police report.

The report states officers exited their vehicles and commanded Cain to surrender peacefully, which he ignored, and instead began ramming police vehicles. An officer then fired shots at Cain, and he accelerated the vehicle through the front wall of Harbor Freight before stopping.

Officers ordered a female passenger out of the vehicle and transported her to the department for questioning. Cain was provided aid at the scene and was transported to St. Elizabeth Youngstown Hospital, where he is in critical condition, according to Meloro.

The unnamed officer was placed on administrative leave pending an internal investigation per standard protocol.

The report states the Ohio Bureau of Criminal Investigation was asked to conduct an investigation into the shooting.
