Girard sets record income tax collection in 2024

GIRARD — City officials and council members were informed at Monday’s meeting that the city collected nearly $5.9 million in income taxes in 2024, which Auditor Julie Coggins said is a record amount.

“This was a lot more than we expected,” Coggins said.

She also reported the record income tax collection helped the general fund end the year with its highest total in history at slightly more than $3.1 million.

Coggins said the total income tax collected in 2024 was $5,858,96, with approximately $1.4 million collected from V&M Star alone. The company pays taxes to both Girard and Youngstown because its property straddles both cities and they have a tax sharing agreement.

“This was a windfall that really helped us out,” she said.

Coggins said Girard ended 2024 with the highest general fund balance in its history at $3,110,242.

“This is the highest ending balance the city has ever had. This is wonderful news for the city,” Coggins said.

She said the city’s general fund balance at the end of 2023 was $2,351,825.

Speed camera revenue in 2024 was $1,360,121, with $685,655 going to the general fund, $340,030 to the street fund and $40,803 to the Wellman Theater fund.

Coggins said the city was able to pay off the cost of the new salt barn at $320,000.

Safety Service Director Sal Ponzio said the city was pleased with the totals and credits Coggins’ hard work.

Mayor Mark Zuppo said the city has worked to get income taxes paid from businesses.

In other business, legislation was requested to honor Girard resident and Vietnam veteran Ken David, who received the Congressional Medal of Honor earlier this month from former President Joseph Biden.

Councilman Keith Schubert, D-1st Ward, said plans are to honor David at a future meeting and name Pittsburgh Avenue for him. A sign with his name will be placed under the Pittsburgh Avenue sign.
