Youngstown board approves contract for street work

YOUNGSTOWN — The city’s board of control signed a $104,610 contract with a company to provide engineering design, construction administration and inspection services on a repaving project for three streets.

The board voted 3-0 Thursday to hire Technical Resource Consultants LLC, with a location in Youngstown, for the work on sections of Gibson and Shehy streets and Liberty Road.

City council on Feb. 5 had authorized the board to spend up to $106,000 for the professional services agreement.

The actual project is expected to start around June and to take about 60 to 90 days to complete.

The project’s total cost is anticipated to be about $1.1 million with the state paying 54% and the city covering the remaining 46%.

The project includes paving, pavement markings, curb ramps and traffic signs.

It includes Gibson Street from Poland to Indianola avenues, Liberty from Atkinson to Bolt avenues, and Shehy from Lincoln Park Drive to Loveless Avenue.

Also Thursday, the board voted 3-0 to hire MS Consultants Inc. of Youngstown for $49,720 to provide preliminary engineering services and environmental work for the demolition of the West Avenue Bridge.

City council had authorized the board on Feb. 19 to spend up to $50,000 on the contract.

The bridge, abandoned for about 30 years, was awarded a $606,375 state grant in June 2023 to be demolished.

Charles Shasho, deputy director of public works, said he doesn’t anticipate the demolition cost to be as much as the grant amount.

The bridge, near the city’s water department office on the West Side, was built nearly 100 years ago and goes across the Mahoning River.

The nearly 300-foot bridge was closed to vehicular traffic in the late 1990s.

The state historical society asked the city to look into possibly saving the bridge and turn it into a pedestrian and / or bicycle bridge. The city determined it would need so much repair work that it would lose its historic value, Shasho said. That caused some delays with the project.

The city has until June 2026 to award a contract for the bridge’s demolition. The project will be awarded before that, but the actual demolition will likely happen in fall 2026, Shasho said. The demolition will take about 30 days to complete, he said.

The board approved a $127,288 payment to Tema Roofing Services of Liberty for the emergency replacement of a roof at the city’s wastewater treatment plant’s administration building.

The roof started leaking Oct. 4 into the foyer and the women’s restroom.

Council authorized the board to make the payment at its Jan. 2 meeting.
