Man who threatened city officials OK’d to enter Honor Court

Marine Corps veteran said he would blow up City Hall

YOUNGSTOWN — Charles C. Brewer of McGuffey Road pleaded guilty Tuesday to a felony offense of making a terroristic threat Nov. 29 and was allowed to enter Mahoning County Common Pleas Court Judge Anthony D’Apolito’s Honor Court to undergo counseling and treatment.

If he completes the program, which lasts at least a year, his criminal charge will be dismissed. Honor Court is for military veterans who qualify. Each veteran is placed on a strictly supervised probation, which requires treatment, community service and progression through phases, according to an Honor Court brochure.

Mahoning County Assistant Prosecutor Katherine Jones told D’Apolito that Brewer is eligible for the program, and the two people Brewer spoke to that day on the phone are “OK” with Brewer entering the program.

Brewer, 65, is a veteran of the Marine Corps. A condition of entering the program is that Brewer have no further contact with Youngstown City Hall. D’Apolito eliminated Brewer’s electronically monitored house arrest requirement.

D’Apolito said he is grateful for the two workers who were willing to “let the Honor Court help Mr. Brewer.” The judge said the goal is to “get to the root of why he did that, deal with it” and make sure he doesn’t threaten or hurt someone in the future.

Brewer was indicted on the offense after police said he threatened to blow up Youngstown City Hall after calling about a rodent problem in his neighborhood.

A Youngstown police report states that in a call to City Hall, Brewer threatened to “Blow up City Hall and fill body bags with government officials” if someone did not get back in touch with him by early the next week. He called on a Friday, which was the day after Thanksgiving, according to the report.

The report states that Brewer called to complain about a rodent infestation at his house in the 2800 block of McGuffey Road, saying the problem seemed to have originated at a home near his.

He said he has been complaining about the problem for six months and was tired of nothing being done. He said he also is afraid that his children will be bitten by “these rats.”

Officers tried to talk to Brewer at his home that day, but they were unable to make contact with him, the report notes. Brewer was later arrested on a warrant charging him with making terroristic threats, and he was taken to the county jail.

Brewer said he made the call that day “out of haste and anger and frustration” and also discovered he had a prostate problem. He is scheduled for surgery next month, he said.
