WHAT: City council meeting April 9.
PRESENT: James Baluck, Richard Bayus, Dallas Bigley, Robert Burnside, Ronald Carcelli, Lori Gomon and Michael Patrick.
ABSENT: Megan Pingley.
Council:
• Authorized the tax commissioner to charge off, close and dissolve uncollectible city income taxes in compliance with Ohio Revised Code 718.12 and Struthers Codified Chapter 171 (Income Tax). The action addresses delinquent accounts deemed uncollectible due to conditions such as insolvency, lack of income, death or expired statute of limitations.
On the record: Struthers Retroactively approved a $113,432 agreement with Environmental Design Group for engineering services on the Wetmore Drive bridge replacement project.
• Approved two agreements with MS Consultants Inc. for street resurfacing services, including final design, bidding and construction administration / inspection in the amount of $30,000 for general resurfacing and $45,000 specifically for the Bob Cene Way resurfacing project.
• Appropriated $1,000 to Youngstown Class B Baseball Inc. for a 2025 outfield advertisement sign at Bob Cene Park.
• Established Codified Ordinance 915.05, authorizing sidewalk repairs and replacement adjacent to public streets — including those outside designated rights-of-way — under an implied public easement when serving a community benefit, eliminating the need for temporary / permanent right-of-way acquisition.
• Approved 19 annual salary ordinances, with 12 affecting full-time positions, including one for elected officials and another for department heads such as tax commissioner and police chief, and seven affecting part-time positions.
